Members of the Commission

The Commission is governed by a Board of Commissioners headed by a Chairperson. Each of the Commissioners are politically appointed for a period of three years and eligible for re-appointment for another three years term but shall not be eligible for reappointment after these terms would have been served. Amongst the appointees, there shall be a representative from the Sierra Leone Institute of Engineers, Sierra Leone Labour Congress, Sierra Leone Consumer Protection Agency with others having technical expertise and relevant knowledge in the areas of electricity and water.

Ing. Philip Karimu Lansana is both a professional civil engineer and a professional project manager, bringing a rare combination of technical depth and strategic leadership to Sierra Leone’s water and energy sectors. As Board Chairman of SLEWRC, Ing. Lansana has underscored the importance of regulatory compliance, stressing that all entities producing water and electricity must be certified and meet established standards, and pledging the Board’s full support to the Commission’s work.

Ing. Henry Emmanuel Baio is a seasoned Electrical Engineer with over two decades of professional experience in Sierra Leone’s energy sector, bringing deep technical expertise and institutional knowledge to the regulatory landscape. A trusted representative of the Ministry of Energy, he serves as Commissioner on the Board of the Sierra Leone Electricity and Water Regulatory Commission.

Mr. Komeh is committed to promoting transparency, stakeholder engagement, and improved access to quality water services for communities across Sierra Leone.

A holder of a Master’s degree and an alumni of the Bloomberg Harvard City Leadership Initiative, he brings both academic excellence and global leadership exposure to his role. He has served in senior public sector positions including Chief Administrator of the Freetown City Council, building a career defined by integrity, reform, and operational excellence. Mr. Kallay leads the Commission with a clear mandate to drive operational efficiency, resource mobilisation, ICT modernisation, and regulatory compliance. He remains steadfastly committed to transparency, accountability, and improved service outcomes for all Sierra Leoneans.
